Referring to the spiritual position of the holy shrine as a hub for wide-spreading teachings of Quran and Ahl al-Bayt (AS) in his decree to Khorakian, Hoj Marvi said: “This tenue is a very great opportunity for paving the way for development of Islamic teachings and culture”.

Elsewhere in his decree, Hoj. Marvi also explained expected responsibilities and missions of the general director as following:

1. Implementation of macro policies of the holy shrine as well as specialized management system of pilgrimage services and effective and synergistic interaction with the central and subordinate headquarters of the shrine.
2. Promoting and propagating teachings of pure Islam by emphasizing teachings of Imam Reza (AS) and increasing quality of cultural and religious programs by using new and innovative formats that meet the needs and tastes of various groups of pilgrims, especially teenagers and young people.
3. Effective employment of opinions of shrine’s Board of Trustees and those of elites alongside with using knowledge and technology. Pondering on future in supplying future needs and things leading to facilitation of pilgrimage. 
4. Improving competencies of the staff and empowering human sources; making optimal use of the capacity of big family of service and benefiting from their expertise and experience in managing affairs of the shrine.
5. Using social capacities and increasing people's participation in implementing programs alongside providing better services to pilgrims by providing extracting necessary resources from endowments.
6. Caring about development, construction, optimization, maintenance and introduction of the unique treasure of Islamic architectural art of the shrine; providing enough spaces for the purpose of pilgrimage.

Hoj. Marvi further reiterated: “Considering the holiness of this holy shrine, I expect you to take all your efforts and strengths in order to realize sublime pilgrimage, improve its effectiveness, and honor pilgrims by providing them with high quality services. In addition to fully implementing missions and duties mentioned in the previous management decree, I expect you to consider the other emphasized issues in this decree as one of your main missions, and in full coordination with me, to implement them with the necessary tact and determination and finally present its regular and continuous reports”.
