The second meeting was held in the shrine at the behest of Iran’s Foreign Ministry in an attempt to find ways to facilitate pilgrimage for international pilgrims with the Deputy for International Affairs of the shrine, Deputy Foreign Minister, and Cultural and Social Deputy of Khorasan Razavi Province Governorate in attendance. 

The international capacity of the city of Mashhad and its relative strengths as an international city have been investigated, and the idea of hosting the first summit of ‘Countries Sending Pilgrims to Mashhad’ has been discussed.

Other issues discussed in the meeting include pilgrimage diplomacy, participation of the shrine in international events and exhibitions, participation of cultural institutes in Mashhad exhibitions, and activities by countries across the world to promote the quality and quantity of pilgrimage.
